All inactive users will be listed in a separate view from that of your active users. To view a list of your inactive users, please do the following:

Head to Account Settings >> Users
At the bottom of the list, click View Inactive Users

You can reactivate a user login by clicking their Login and switching the Active toggle from No to Yes.
